CKS provisioning without internet connection

Hi, on the Cloudstack CKS documentation, there is this statement "Complete offline provisioning of the Kubernetes cluster is not supported at present as the kubeadm init command needs active Internet access."
Is this true as I remembered that I can do this without internet connection as all the bits required should be on the cks iso.
