You can't turn off, that users that have permissions to create server on a certain node to access your oidc configurations.
Under the advanced tab, the generic oidc config is available as long as you have access to at least one admin permission, even without plugin permissions or anything related to settings.
This should be turned off, so that you need plugin permissions or setting permissions to view and edit the oidc config.
