feat: implement OCToken NFT award workflow system

• Enhance Award model with richer data structure (status, token fields, nominee GitHub/Email, workflow tracking)
• Add Award CRUD API endpoint (GET/POST/PUT) at /api/award
• Add workflow state machine API at /api/award/[id]/workflow with valid transitions: nominated->reviewing->voting->awarded
• Support decline at nominated/reviewing stages
• Add SearchAwardModel with extended search keys
