Adds ,countdown, causing patrick to go "starting in 5..." "starting in 4..." etc. and then going "Go!". As requested in the suggestions channel. This command has a cooldown of 2 times per 60 seconds per channel.
Also removed some duplicated code. Seems like I put some moderation code in the wrong file, copied it to the right file but never deleted the wrong one. So did that here now.
