P1 Badge Update the workflow test for TG_TOKEN

When the workflow is validated by the existing tests/test_sync_cloud_run_env_workflow.py, this renamed secret still fails because that test asserts the previous secrets.STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN mapping. I ran python -m pytest tests/test_sync_cloud_run_env_workflow.py -q and it fails on that assertion, so any CI job running this test will fail until the test/contract is updated for the intentional org-level secret.
