This pull request removes the yosys-slang submodule and integrates its functionality directly, as read_slang is now built into Yosys (>=0.67). It also updates the Yosys build process to use CMake instead of Makefiles, updates the OpenROAD and Yosys submodules, and introduces latch legalization and routing layer adjustments. Feedback is provided on build_openroad.sh to properly quote paths in VERIFIC_ARGS and YOSYS_ARGS to prevent argument splitting issues during eval execution.

Yeah, I'm looking at it now. GRT is taking 40 minutes to complete, and is routing more nets compared to master. I've reduced the core utilizatio to see if it helps. |

@maliberty FYI, asap7/swerv_wrapper has a big degradation like before. I'm exploring some workarounds, so this PR might take a day or two to be merged. |
