Release v5.12.0

Prepares the @coreui/react 5.11.0 → 5.12.0 release.

Highlights

• feat(Chip): new CChipSet / CChipInput components (filter chips, data-driven chips, selectionMode, RTL navigation).
• feat(CNavGroup): controlled visibility, onVisibleChange, context-based accordion.
• Numerous fixes (CCarousel, CModal, CTooltip/CPopover, CDropdown — leaked listeners/timers) plus lint/CI cleanup.

Version bump

lerna.json, packages/coreui-react/package.json, packages/docs/package.json, README.md (×2), Seo.tsx → 5.12.0. Regenerated docs:api (CNavGroup).
